He was born in 1981 in Afyonkarahisar. He graduated from Gazi University, Faculty of Economics and Administrative Sciences, Department of Economics. He completed his master’s studies at Gazi University Institute of Social Sciences and Middlesex University in the United Kingdom. After completing his PhD in Economics at Gazi University Institute of Social Sciences, he served as a visiting lecturer at the Police Academy and TOBB University of Economics and Technology. He worked as an expert at the Ministry of Culture and Tourism and the Ministry of Finance. He later held various positions at the Turkish Court of Accounts, the Ministry of Youth and Sports, and the Presidential Secretariat. He served as Acting General Manager at Agricultural Credit Holding Co., Deputy Chairman of the Board at Gübre Fabrikaları Co., and Deputy General Manager at Agricultural Credit Cooperatives. While serving as the European Union Counselor in Brussels, a position he began in 2022, he was appointed Deputy Minister of Agriculture and Forestry by Presidential Decree on June 22, 2023. Bağcı, who is fluent in English, is married and the father of one child.
