Alparslan Bayraktar served as Deputy Minister of Energy and Natural Resources of Türkiye from July 2018 to June 2023. Before that, he held roles as Board Member at the Energy Market Regulatory Authority (2010–2016) and as Director General for Foreign Relations and EU Affairs and Deputy Undersecretary at the Ministry (2016–2018).
He was appointed Minister of Energy and Natural Resources on 3 June 2023.
Before entering public service, he worked in the private sector in Türkiye and abroad. He also held leadership roles in international organizations, including Chairmanship of ICER and ERRA. He currently chairs the World Energy Council Turkish National Committee.
He holds a mechanical engineering degree from Istanbul Technical University, master’s degrees in law and economics from Bilkent University and in international relations from the Fletcher School, and a PhD in energy economics and policy from METU.
