He completed his undergraduate and graduate studies in the Department of International Relations at Bilkent University. He received his PhD from the Moscow State Institute of International Relations (MGIMO), becoming the first Turkish student to earn a doctoral degree from this university. He served at the Russian-Turkish Businessmen’s Association in Moscow. At the Turkish Cooperation and Coordination Agency (TİKA) under the Prime Ministry, he worked as the Representative in Kazakhstan and Kenya, and as the Country Coordinator for Kenya and Tanzania. He also conducted work on behalf of TİKA at the Organisation for Economic Co-operation and Development (OECD).
Dr. Kocaman, an expert in international relations and development cooperation, currently serves as the Deputy Secretary-General of the Organization of Turkic States. His work focuses on international relations, multilateral diplomacy, development, strategy, and the domestic and foreign policies of the Russian Federation, Central Asia, the Caucasus, and Africa.
