Carlos Silva Filho

President, Brazilian Institute of Solid Waste & CECC/LAC & Founding Partner, S2F Partners & Member, UN SG’s Advisory Board on Zero Waste

Carlos Silva Filho is an Attorney at Law specialized in Administrative and Economic Regulation, with a professional career in waste management that began in 1999. He is a founding partner of S2F Partners, where he focuses on regulatory strategies, sustainability, and public-private partnerships within the waste and environmental sectors.

He currently serves as the President of the Brazilian Institute of Solid Waste and is the President of the Center of Excellence for Circular Economy and Climate Change for Latin America and the Caribbean (CECC/LAC). His leadership extends to the global stage, having held the position of President of ISWA – The International Solid Waste Association from 2020 to 2024, where he remains an Honorary Member.

Mr. Silva Filho is a Member of the United Nations Secretary-General’s Advisory Board on Zero Waste and has contributed to major international and national initiatives. He was the Coordinator of the Global Waste Management Outlook 2024 and the Coordinator of the Brazilian National Solid Waste Plan – Planares 2022.

He has served as General Coordinator and implementer of numerous projects related to waste strategies, regulation, marine litter, and the development of integrated solutions involving both the public and private sectors.

As an author, he has published the books “Solid Waste: What the Law Says” and “Solid Waste Framework in Brazil”, and co-edited “Effective Waste Management and Circular Economy”. His written work is widely recognized for offering legal and strategic insight into waste management and circular economy practices.
