Mehmet Fatih Kacır was born in 1984 in Istanbul. He completed his secondary and high school education at Istanbul Erkek Lisesi. In 2003, he ranked 12th nationwide in the Turkish university entrance examination and graduated with honors from Boğaziçi University, Department of Industrial Engineering, in 2008. During his university years, he served as a student representative and led interdisciplinary research and project management training initiatives.
Following his graduation, he pursued entrepreneurship and founded several companies where he developed utility models and industrial designs, contributing to innovative technological applications.
Alongside his entrepreneurial activities, he played an active role in civil society. As a founding member and former Chairman of the Board of Trustees of the Türkiye Technology Team Foundation (T3 Foundation) until 2018, he led the establishment of DENEYAP Technology Workshops, the "Technology Stars of the Future" program for gifted students, science and entrepreneurship centers, and was one of the pioneers of TEKNOFEST, the world’s largest aerospace and technology festival.
He became a member of the Scientific Board of TÜBİTAK in 2018 and served on the Board of Directors of ASELSAN between 2019 and 2023. On July 31, 2018, he was appointed Deputy Minister of Industry and Technology by Presidential decree.
In his role as Deputy Minister, he was responsible for policies related to the National Technology Initiative and strategic transformation. He coordinated the efforts of key institutions including the Directorate General for National Technology, the Directorate General for Strategic Research and Productivity, TÜBİTAK, the Turkish Patent and Trademark Office, the Turkish Academy of Sciences, and the Turkish Space Agency.
He also chaired the Executive Committee of TEKNOFEST, the Steering Committee of the DENEYAP Türkiye project across 81 provinces, the Technology-Oriented Industry Move Program Committee, the Research Infrastructures Monitoring and Competency Assessment Committee, and the National Technology Entrepreneurship Council. He led the establishment of the Türkiye Open Source Platform and the 42 Software Schools, a new-generation educational model. He contributed significantly to the development and implementation of the technological roadmap of Türkiye’s automobile, Togg.
He played a leading role in the development and execution of several key national strategies including the 2023 Industry and Technology Strategy, the National Artificial Intelligence Strategy, the National Space Program, the National Technology Entrepreneurship Strategy, and roadmaps for mobility technologies and smart life and health technologies.
Minister Kacır continues to serve as a member of the Board of Trustees of the Türkiye Technology Team Foundation and the Cansağlığı Foundation. He is married with two children and is fluent in English and German.
